Ekottarāgama

Thus have I heard:

At one time, the Buddha was at Anāthapiṇḍada's Park in the Jeta Grove near Śrāvastī.

At that time, the World-Honored One told the bhikṣus, "The Tathāgata, having appeared in the world, has four kinds of fearlessness. Having attained these four kinds of fearlessness, the Tathāgata is unattached in the world and roars the lion's roar and turns the wheel of the Dharma in the great assembly.

What are the four? I now have accomplished this Dharma. Even if śramaṇas, brāhmaṇas, Māra, or Māra's followers, or crawling and wriggling creatures, in the great assembly say that I have not accomplished this Dharma, that is not so. In this I attain fearlessness. This is the first fearlessness.

As I am today, my taints are exhausted and I no longer accept a womb. If there are śramaṇas, brāhmaṇas, or sentient beings who in the great assembly say that my taints are not yet exhausted, that is not so. This is called the second fearlessness.

I am now free from the Dharma of ignorance and darkness. If I want to return to the Dharma of ignorance and darkness, there is no such place. If there are śramaṇas, brāhmaṇas, Māra, or Māra's followers, or sentient beings who in the great assembly say that I return to the Dharma of ignorance and darkness, that is not so. This is called the Tathāgata's third fearlessness.

The noble ones' Dharma of liberation and the end of suffering, if I want to not liberate and not end suffering, there is no such place. If there are śramaṇas, brāhmaṇas, Māra, or Māra's followers, or sentient beings who in the great assembly say that the Tathāgata does not end suffering, that is not so. This is called the Tathāgata's fourth fearlessness.

"Thus, bhikṣus! The Tathāgata's four fearlessnesses, in the great assembly, can roar like a lion and turn the Dharma wheel. Thus, bhikṣus! One should seek the means to accomplish the four fearlessnesses. Thus, bhikṣus! One should practice in this way."

At that time, the bhikṣus, having heard the Buddha's teaching, joyfully received and practiced it.
